Quick answer
- The Revolutionary Army is led by Supreme Commander Monkey D. Dragon, Luffy’s father, with Sabo as Chief of Staff and No. 2 (Ch. 744). Below them sit five army commanders: Ivankov (G Army), Belo Betty (East), Karasu (North), Lindbergh (South) and Morley (West).
- The highest bounty officially attached to a member is Sabo’s 602,000,000 berries (One Piece Magazine Vol. 3), followed by Belo Betty’s 457,000,000. Dragon’s bounty and Devil Fruit have never been revealed.
- The army’s base on Baltigo was destroyed by the Blackbeard Pirates (Ch. 823–824), so it moved to Ivankov’s Kamabakka Kingdom on Momoiro Island (Ch. 904).
- At the Levely, Sabo and three commanders declared war on the World Nobles and freed Kuma (Ch. 1082). Sabo did not kill King Cobra; Imu did (Ch. 1085). As of Chapter 1196 the army’s last on-page scene is on Momoiro Island (Ch. 1125).

The Revolutionary Army (革命軍, Kakumei-gun) is the one organization in One Piece that openly fights to bring down the World Government. Monkey D. Dragon, Luffy’s father, leads it as Supreme Commander. Sabo, Luffy’s sworn brother, is its Chief of Staff and recognized No. 2 (Ch. 744). Under them, five army commanders each run one regional army, and the whole force now operates out of the Kamabakka Kingdom on Momoiro Island.
This guide lists every named member with their position, powers, official bounty and first chapter, then covers the four Levely-arc commanders, the founders Kuma and Ginny, the raid on Mary Geoise and where everyone is now. Chapter numbers refer to the manga. The article contains spoilers up to Chapter 1196, the latest chapter released when this was written (October 2026).
Revolutionary Army members list
Bounties marked with an asterisk come from the official Vivre Card databook rather than a wanted poster shown in the manga. A dash means no figure has been published anywhere official.

Two caveats on the numbers. Sabo’s 602 million comes from a wanted poster printed in the official One Piece Magazine Vol. 3, not from a manga panel, and his Vivre Card lists his bounty as unknown, so his current figure after the Levely is open. Ivankov and Inazuma have no published bounty, but they were held on Level 5 of Impel Down, the floor for prisoners worth over 100 million (Ch. 532, 536).
Revolutionary Army ranks: how the organization works
The structure was spelled out by Oda in SBS Volume 93 and on the page in Chapter 1082.
- Supreme Commander (総司令官): Dragon (Ch. 432).
- Chief of Staff (参謀総長): Sabo, who oversees the army’s personnel and answers only to Dragon (Ch. 744).
- Army Commanders (軍隊長): five armies, each covering one sea. The G Army works the Grand Line under Ivankov; the East, North, South and West Armies cover the four Blues under Betty, Karasu, Lindbergh and Morley (SBS 93).
- Deputy Commanders (副軍隊長): Inazuma for the G Army (SBS 93), and Jiron, Ahiru, Ushiano and Gambo for the other four (Ch. 1082).
- Officers: Koala is confirmed as an officer in One Piece Magazine Vol. 4; the intelligence controller Terry Gilteo appears in the databooks.
- Soldiers: recruited from freed slaves, oppressed citizens and rebels of liberated kingdoms (Ch. 904), plus children raised inside the army like Sabo and Koala (SBS 80).
The commanders are the strongest fighters after Dragon and Sabo. All five use Haki, and Karasu and Morley each held their own against an Admiral at Mary Geoise (Ch. 1083).
What a regional commander actually does
The commanders’ intervention in Lulusia shows their role beyond a rank chart. Belo Betty rallies the inhabitants, who fight Peachbeard’s pirates themselves; the reward goes to the residents. The Episode 880 synopsis also places the four commanders at a gathering ahead of the Levely operation. Betty’s official profile identifies her as East Army commander and gives her bounty as 457 million berries. Her regional title describes an operational responsibility, rather than a position above every other commander.
The leadership: Dragon, Sabo, Ivankov, Inazuma, Koala and Hack
Monkey D. Dragon is Luffy’s father and Vice Admiral Garp’s son (Ch. 432). The World Government calls him the “World’s Worst Criminal” (Ch. 440). He was once a Marine himself: 38 years ago, as a cadet, he was sent to God Valley, saw the World Nobles’ Native Hunting Competition up close, saved a young Kuma from a noble’s gun and quit the Marines afterwards (Ch. 1159–1166). Twenty-two years ago he told Dr. Vegapunk on the ruins of Ohara that he would build an army to confront the World Government (Ch. 1066), and the same year his Freedom Fighters liberated the Sorbet Kingdom and became the Revolutionary Army (Ch. 1097). His Devil Fruit, if he has one, and his bounty have never been shown. Gusts of wind and a lightning strike happened near him at Loguetown and Goa (Ch. 100, 587), but the manga never confirms he caused them.
Sabo grew up as a Goa Kingdom noble, ran away, and swore brotherhood with Luffy and Ace over sake (Ch. 585). After the World Noble Jalmack sank his boat, Dragon pulled him from the sea; Sabo lost his memory and was raised in the army (Ch. 588–589). As an adult he won the Mera Mera no Mi at the Corrida Colosseum (Ch. 744), fought Admiral Fujitora to a standstill (Ch. 751, 757) and beat Jesus Burgess (Ch. 792). After the Levely the papers crowned him the “Flame Emperor” (Ch. 1054).
Emporio Ivankov is a co-founder of the army alongside Dragon and Kuma (Ch. 1066) and the queen of the Kamabakka Kingdom. His Horu Horu no Mi rewrites hormones, which is how he revived Luffy at Impel Down (Ch. 537–539). He and Kuma and Ginny were all child slaves shipped to God Valley 38 years ago (Ch. 1159, 1164). Inazuma, who can cut anything like paper with the Choki Choki no Mi, is his deputy in the G Army (SBS 93). Both sat in Level 5 of Impel Down until Luffy’s breakout (Ch. 539).
Koala first appears as an 11-year-old slave freed by Fisher Tiger (Ch. 622). She joined the army at 14, three years after Tiger’s death (SBS 80), and reappears as Sabo’s partner in Dressrosa, where she uncovered the disguised weapons ships in the underground port (Ch. 744, 747). Hack, the “Hundredth Dan” fish-man who entered the Colosseum (Ch. 706–707), is the army’s Fish-Man Karate instructor and the one who brought Koala in and trained both her and Sabo (SBS 80).
The four army commanders (Levely arc)
The East, North, South and West Army commanders are introduced together in Chapter 904, on their way to a meeting on Momoiro Island, when they stop the Peachbeard Pirates from sacking the Lulusia Kingdom.
| Army | Commander | Who they are | Devil Fruit | Bounty | Key scene |
|---|---|---|---|---|---|
| East | Belo Betty | Flag-bearing orator, 34 | Kobu Kobu no Mi: her words raise people’s will and strength to fight | 457,000,000 | Rallies Lulusia’s citizens to fight their own invaders (Ch. 904) |
| North | Karasu | Masked, crow-themed, speaks through a loudspeaker mask | Susu Susu no Mi (Logia): turns into soot shaped as a murder of crows | 400,000,000 | Fights Admiral Fujitora at Mary Geoise (Ch. 1083) |
| South | Lindbergh | Cat mink inventor, 149 cm | None shown; fights with homemade gadgets, including a laser | 316,000,000 | Frees the slaves of Mary Geoise with saber beams (Ch. 1082–1083) |
| West | Morley | 160-year-old giant and newkama, former pirate | Oshi Oshi no Mi: pushes and reshapes the ground like clay | 293,000,000 | Fights Admiral Ryokugyu at Mary Geoise (Ch. 1082) |
A few details worth knowing. Betty’s fruit does not hit anyone directly; it empowers civilians so they fight for themselves, which is the army’s philosophy in Devil Fruit form (Ch. 904). She was already a Freedom Fighter 22 years ago (Ch. 1097) and took over the East Army only after Kuma gave his blessing, because the post had been left vacant in Ginny’s memory (Ch. 1099). Morley is the giant who dug out Newkama Land under Impel Down during her own imprisonment, as Ivankov hinted long before she appeared (Ch. 538, SBS 91). Lindbergh built a laser weapon (Ch. 1083) and handled Kuma’s repairs.
Kuma and Ginny: the founders’ story
Bartholomew Kuma is a co-founder of the army (Ch. 1066) and once commanded one of its armies (Ch. 1097). A Buccaneer enslaved as a child, he escaped God Valley with the Nikyu Nikyu no Mi (Ch. 1096). Twenty-two years ago, when the Freedom Fighters freed the Sorbet Kingdom, Ivankov introduced him and his friend Ginny to Dragon and both joined (Ch. 1097).
Ginny rose to East Army Commander. Fourteen years ago she was captured during an operation and taken to Mary Geoise as a World Noble’s eighth wife (Ch. 1097–1098). Saturn’s experiments gave her the Sapphire Scales disease, she was thrown out, and she died in the Sorbet Kingdom after bringing her baby daughter Bonney home (Ch. 1098, 1103). Kuma adopted Bonney and left the army to care for her when she developed the same illness (Ch. 1098). To pay Vegapunk for the cure he became a Warlord and the first Pacifista, PX-0, which erased his mind (Ch. 1100–1102). The World Government later rented him out as a slave to the nobles (Ch. 908).
Note that Bonney herself is never described as a Revolutionary Army member. Her parents belonged to it; she does not.
Headquarters: Baltigo to Momoiro Island
For most of the series the army operated from Baltigo, the “Island of White Soil” in the Grand Line (Ch. 440). Nico Robin spent the two-year timeskip there after the revolutionaries freed the slaves of Tequila Wolf (Ch. 593, 596).
That ended when Jesus Burgess stowed away on Sabo’s ship back from Dressrosa and leaked the location to Blackbeard (Ch. 803). The Blackbeard Pirates attacked and razed the base before the Marines and Cipher Pol arrived; the newspaper did not say what happened to Dragon or the others (Ch. 823–824).
The army escaped and moved to the Kamabakka Kingdom on Momoiro Island, where Ivankov is queen (Ch. 904). It has been the headquarters ever since. The island sits close to Lulusia, so when Lulusia was wiped out, Momoiro suffered flooding (Ch. 1089). The manga has not shown another relocation.
What the Revolutionary Army did at Mary Geoise
While the kings met for the Levely, the army made its boldest move. Sabo, Karasu, Lindbergh and Morley infiltrated Mary Geoise to declare war on the World Nobles (Ch. 905), and after seeing Kuma as a slave they added his rescue to the plan (Ch. 908). On the fourth day they clashed with Admirals Fujitora and Ryokugyu (Ch. 925).
Sabo later summarized the three objectives, all achieved: destroy the symbol of the Celestial Dragons and declare war, free Kuma and every slave present, and destroy the nobles’ food stores (Ch. 1082). Karasu took Fujitora, Morley took Ryokugyu, Lindbergh cut the slaves’ chains, and Sabo went into Pangaea Castle for the keys (Ch. 1082–1083). Belo Betty is not shown at Mary Geoise; she is on Momoiro when Sabo returns (Ch. 1082).
Inside the castle Sabo found the Empty Throne occupied. He saw Imu and the Five Elders about to execute King Cobra of Arabasta, attacked, and was badly hurt; Cobra sacrificed himself so Sabo could escape, after telling him the Nefertari family carries the D. (Ch. 1085). A Den Den Mushi caught Sabo’s arrival, and after the Levely the newspapers reported that Sabo had murdered Cobra (Ch. 956, 1054). The accusation made him more famous than Dragon (Ch. 1054).
Sabo denied it by Den Den Mushi from his hiding place in Lulusia, but the island was obliterated mid-call (Ch. 1060). He survived, reached Momoiro with Lulusian refugees (Ch. 1082), and told only Dragon and Ivankov what he had seen: Imu and the Elders killed Cobra and destroyed Lulusia (Ch. 1086). Since then the army has been starving the nobles by blowing up the bondolas that carry food to the Red Line and attacking Umit Shipping, according to Laffitte (Ch. 1126).
Where is the Revolutionary Army now? (as of Chapter 1196)
The army’s last present-day scenes are on Momoiro Island. The members watched Vegapunk’s worldwide broadcast (Ch. 1109, 1115), and when it ended Dragon told them they must act before people start fighting each other over the land that will remain (Ch. 1125).
Kuma is no longer with them. Rescued but shut down by Saturn’s failsafe, he suddenly ran off during repairs (Ch. 1067–1068), teleported to Egghead to protect Bonney (Ch. 1103), knocked Saturn flying with a Haki-coated punch (Ch. 1104), and left with Bonney on the giants’ ship (Ch. 1126). On Elbaph, Bonney plans to stay with him and restore his mind (Ch. 1134).
The Elbaph arc also revisits the founders’ past: the God Valley flashback shows Dragon as a Marine cadet and Ivankov, Kuma and Ginny as slaves there (Ch. 1159–1166), and Ivankov appears in Sanji’s training memories (Ch. 1195–1196). None of this is present-day action by the army. Headlines claiming the revolutionaries have massed on Elbaph are speculation.

FAQ
Who are the Revolutionary Army commanders in One Piece?
Five army commanders: Emporio Ivankov (G Army, Grand Line), Belo Betty (East), Karasu (North), Lindbergh (South) and Morley (West). The last four debut together in Chapter 904. Each has a deputy: Inazuma for Ivankov, and Jiron, Ahiru, Ushiano and Gambo for the others (Ch. 1082).
What is Sabo’s bounty?
602,000,000 berries, shown on a wanted poster in the official One Piece Magazine Vol. 3. The manga itself has not printed his number, and his Vivre Card lists it as unknown, so his post-Levely bounty as the ‘Flame Emperor’ is not confirmed.
What is Dragon’s Devil Fruit and bounty?
Neither has been revealed. Wind and lightning appeared near him at Loguetown (Ch. 100) and Goa (Ch. 587), but the manga never says he caused them. Any named fruit you see online is a fan theory.
Did Sabo kill Cobra?
No. Imu and the Five Elders killed King Cobra after he learned of Imu’s existence; Sabo tried to save him and Cobra died covering his escape (Ch. 1085). The newspaper report blaming Sabo (Ch. 1054) was false, and Sabo told Dragon and Ivankov the truth in Chapter 1086.
Where is the Revolutionary Army’s headquarters?
The Kamabakka Kingdom on Momoiro Island, ruled by Ivankov (Ch. 904). The original base on Baltigo was destroyed by the Blackbeard Pirates (Ch. 823–824). As of Chapter 1196 no further move has been shown.
